Why the rotation in your viewer doesn't stick
This is the thing that confuses people about rotation. Most PDF readers have a rotate button, and it appears to fix the problem — but in many viewers that control only changes how the page is displayed on your screen for that session. It does not alter the file. Close it, send it, or open it somewhere else, and the page is sideways again.

You can tell which kind of rotation you applied by closing the file and opening it again. If the page has reverted, your viewer was rotating the view rather than the document.
Rotating in 90-degree steps

Pages can be corrected individually, which matters because mixed orientation within one document is common — a report of portrait pages with two landscape tables in the middle is normal and correct, and blanket-rotating everything would break it.
Ninety-degree steps are the only rotations PDF supports at the page level. If a scan is off by a few degrees rather than a quarter turn, that is skew rather than rotation and needs a different correction — rescanning the page straight is usually faster than trying to fix it after the fact.
Getting the direction right
The common mistake is rotating the wrong way and ending up 180 degrees out. If a page reads bottom-to-top with the text running up the left edge, it needs a clockwise turn; if the text runs down the right edge, it needs anticlockwise. When it is upside down, the direction does not matter — two turns either way gets there.
Check every rotated page before downloading rather than only the first one. Batch scans frequently come out inconsistently, with alternate pages flipped where a document was fed in from opposite ends.

Rotation happens locally, so the file is never uploaded or stored. Correcting orientation does not change page content at all — the pages are simply marked to display at a different angle — so text, images and quality are entirely unaffected by the operation.
